• Q1. What is Development Permission & why it is needed?

  A1. Any person or body intending to carry out any development or township project on any land shall make an application in prescribed format to the Development Authority for permission in such form and containing such particulars and accompanied by such documents and plans as required.

• Q2. How to apply for Development Permission?

  A2. Form 1A for Change of Use and Form 1B for Building Plan (Erection and Re-erection).

• Q3. Who can apply?

  A3. Any individual or body who owns a land within the Jurisdiction of BDA.

• Q4. What types of Documents are needed to obtain Development Permission?

  A4. Any individual or body who owns a land within the Jurisdiction of BDA.

  I) For Change of Use:

  1. ROR of the land. [LR Porcha]
  2. Land Deed with Sketch Map.
  3. Land Tax Receipt of current Bengali year.
  4. PAN Card
  5. Plot shown in Mouza Map marked in red
  6. 2 copies of Site Plans showing dimension of plot for which development permission is sought for, abutting plot nos., abutting road width, nearest landmark etc. [one original & one photocopy].
  7. Sanctioned Building Plan of existing building from the competent authority/other documents in support of the claim (if building already exists).

   

  II) For Erection and Re-erection
    II.I) Documents for Land Details:
   

  1. One Photocopy of filled up form for Receiving.
  2. ROR of the land (LR Porcha).
  3. Land Deed with Sketch Map.
  4. Land Tax Receipt of Current Bengali Year.
  5. Pan Card of Applicant.
  6. Conversion Certificate of LR Department.
  7. Empanelment Certificate of the Planner.
  8. Development permission of BDA for Change of Use of Land and Money Receipt of the same.
    II.II) Documents for Building Plan:
   
  1. 4 Nos of Ammonia Print of Site plan showing dimension of plot, abutting plot nos., abutting road width along with roof plan of the building with dimensions in appropriate scale.
  2. 4 Nos of Ammonia Print of Building plans in appropriate scale showing the Plans, Elevation, Sections, Services, etc.
  3. NOC from WBF&ES, Soil test report, Structural drawing etc.
  4. Softcopy of Building Plan in AutoCAD Format [CD] in 2008 version or lower.
  5. Area Calculation Sheet.

   

   

• Q5. Who are eligible to make plans?

  A5. Empanelled LBS of BDA are allowed to make plans. The list of empanelled planners is available at the office of BDA. Also the Architects with valid registration of COA are eligible.

• Q6. What are the fees for obtaining Development Permission?

  A6. Refer The Kolkata Gazette No. 1300- T&CP/C-2/2H-1/2002 July, 29, 2016.

• Q7. What are the rule and regulation for building a residential/commercial unit?

  A7. As per the Development control rules laid down under Chapter 9 in the LUDCP of BDA.

• Q8. Whether accessibility to the concerned plot is required ?

  A8. Yes. Minimum 1.2 Meter wide abutting road is required.

• Q9. Validity of approved Development Permission.

  A9. 3 Years, Subject to obtaining extension in every one year.

• Q10. What are the minimum requirements for a residential building?

  A10. 1 Bedroom, 1 Kitchen and 1 Bathroom with WC.
